The Pipeline

Block to the Boardroom is E5 Enclave’s civic leadership pipeline — one of our three flagship programs alongside the McCartney Academy and FarmBlock. It trains community members in governance, public policy, and institutional management, so that the neighborhoods carrying the weight of policy finally have a seat where policy is made.

The premise is in the name. Leadership already lives on the block — in the elders who hold the corner together, the organizers who fill the gaps institutions leave, the parents who run whole systems on will alone. What the block is owed is a pipeline: the training, the credentials, and the entry points that turn standing in the community into standing in the rooms where budgets, boards, and policy are decided.

The Training

The pipeline develops working command of three domains:

Governance — how boards, councils, and public bodies actually operate: fiduciary duty, bylaws, procedure, and the discipline of institutional stewardship.

Public policy — policy literacy and civic education: how legislation moves, how budgets are built, how public comment and advocacy shape outcomes.

Institutional management — the operating skills that hold institutions together: planning, compliance, accountability, and the management of people and resources.

Block to the Boardroom is the flagship of E5’s Engagement pillar — the pillar of civic education, public policy literacy, media, storytelling, and mobilization.
